This month, the Turtles will land at Target as part of NECA Toys second wave of exclusive 2-packs that are based on the classic 1987 animated series. This second wave offers the long-awaited release of the twosome gruesome, otherwise known as Rocksteady and Bebop, repaints of the Turtles that are also based on the classic series, and a new Foot Soldier 2-pack that’s great for army builders.
Some great things are happening with NECA and the Teenage Mutant Ninja Turtles, and fans can expect more classic characters coming as shown at this years San Diego Comic-Con and New York Comic-Con. As of today, we know that Metalhead, April O’Neil, Casey Jones, Slash, Leatherhead, the Turtles in Time Arcade Box Set with Slash, and they had previously shown off the Rock Soldiers from Dimension X – General Traag, and Granitor, as well as an army of Foot Soldiers that are included with some of these figures. These characters are long overdue to be offered in a show-accurate line like this and we’re so thrilled with what’s to come.

The figures are packaged in window boxes, with artwork inspired by the classic animated series, with images of the figures on the sides and back. Also on the back is a brief bio.
Rocksteady and Bebop are long overdue to receive figures that match their iconic animated likenesses, and NECA has done a great job giving these characters the figures that they reserve. These two are some of the most memorable characters in the franchise, and are offered as a two pack for the first-time in their history. Rocksteady and Bebop are given bulky figure sculpts with a great likeness to the animated counterparts, and feature details such as the ammo belt around their chests, a yellow shortened brown pants, and brown shoes for Rocksteady. Bebop includes a red shirt, turtle shell shoulder pads, and black pants, and red and white shoes. Rocksteady is also given the grenade that is attached to the strap, which also holds the sword and sheath that is non-removable. On his right hip is a turtle shell and another grenade, and there are pockets on his belt and pants. Bebop is also given plastic chain links for his belt, left wrists, a spike bracelet on his right wrist, and a bone necklace. The chainlink on Bebop’s left wrist is extremely fragile and the two hooks that hold them in place are prone to breakage, which is unfortunate.
Both of their head sculpts are just fantastic, and this alone really makes these figures great. Both figures include hinge jaws, and you can see the inside of their mouths such as the tongues. Bebop is given his nostrils with nose ring, purple glasses, long teeth and mohawk, and Rocksteady is given his horns, long ears, nostrils, teeth and yellow eyes.
Included are two rifles and two small blasters as seen in the series, and Rocksteady includes the comm with Shredder on the screen, and both figures include interchangeable hand sculpts.
Their articulation includes a ball jointed head with limited range of motion, ball hinged shoulders, swivel biceps, hinged elbows, swivel wrists, ball jointed torso, ball jointed hips, hinged knees, swivel and rocker ankles.
The Turtles are repainted in a lighter shade of green to match their animated appearances, and the sculpts are the same as the first wave of 2-packs released earlier this year, and at San Diego Comic-Con 2017. The quality of each figure is on the high-end, and well as the high-end paint applications to match their animated appearance. The Turtles are all painted in their iconic bandana’s and the belt buckles with the letter of their names. The paint applications on the skin as well as the more natural looking gradations in the color work well. Each turtle is able to store their weapons inside their sheaths, with Leonardo and Donatello’s located on back, and Raphael’s and Mikey’s on the front. The head sculpts are also repainted and previously used on the last offerings, and work just as well with these releases.
Each figure in the set includes their own iconic accessories as seen in the series, including the turtles iconic weapons, Turtle comms (both closed and open), a pizza slice, a grappling hook and interchangeable hands for the Turtles. Some new accessories are also offered, such as a slime canister, paper standee of Bebop and Rocksteady, a ransom note, Turtle Blimp plans, and comic books.
The Foot Soldiers are retooled from the SDCC Mirage based box set, and reissued from the figures offered in the first wave of 2-packs. The Foot Soldiers are also based on the animated series, and are painted in their iconic purple, and black uniform, with a red foot logo on their foreheads, and grey forearm guards as seen in the animated series. This two pack is best for army building purposes, and they also include the same blasters as previously offered, as well as interchangeable hand sculpts.
Overall, these are great sets with incredible animated likenesses. Bebop and Rocksteady are really the gems in this wave, as they are offered like this for the first-time in their history (not including the 6″ figures that Playmates Toys put out years ago). The Turtles are given great new deco, and the Foot Soldiers are great for army building purposes. NECA Toys continues to offer incredible toys at great value and this set is no exception. Fans of the classic Teenage Mutant Ninja Turtles animated series will love these 2-packs and you should definitely start checking your local stores now, as these should show up at any day now.
