Back by popular demand is the Batman Returns Mayoral Penguin 1/4″ Scale Figure from the 1992 film. Mayoral Penguin was originally offered in 2017, and features the likeness of Actor Danny Devito. In the film, The Penguin, otherwise known as Oswalt Cobblepot runs for Mayor of Gotham City and plots to take over. The figure is inspired from these classic movie scenes as he runs for Mayor, and he includes a removable fabric coat, removable top hat, “Cobblepot for Mayor” mini-poster, monocle, cigarette in holder and half-eaten fish accessories.

Penguin is packaged in the standard 1/4″ scale window box, with artwork inspired form the 1992 film, including an image of him on the front, images of the figures on the sides, and on the back is a newspaper article as well as a description.
Penguin stands at just under 15″ tall, and roughly 17″ with the top hat on. The figure is based on how he looked in many different scenes in the film, including his run for Mayor of Gotham City. Just like in this film, this figure is dressed in a white undershirt, a gold vest with a metallic finish and a pattern, dark grey pants with black stripes, black dress shoes, a short black tie with white dots, and black gloves with a short thumb, and two long fingers.
The fabric coat can fit over the figure, and the sleeves can fit through the arms. The coat look amazingly detailed and is hand stitched with dark grey and black fabric used. It also has black buttons and flaps on the back to hide the arms. The fabric coat is big, bulky and even looks like he’s put on some extra pounds with it on.
His head sculpt features a great likeness to actor Danny Devito, just as he looked in his classic role. Every aspect about it is perfect, from the skin tone, the yellowish-green sharp teeth, rooted hair in the back, the detail and paint on the eyes, and the signature pointy nose. There is a lot to love here, especially the fact that he includes his monocle, and cigarette in holder that can be placed between his teeth, or the side of his mouth. The monocle can he placed over his eye, and the side of the eye has a hole to insert the peg to keep it in place.
He also includes an extra right hand with an open grip, to hold the half eaten fish.
His articulation includes a ball jointed head, ball hinged shoulders, swivel-hinged elbows, swivel-hinged wrists, swivel waist with limited range of motion, ball jointed hips also with a limited range, swivel-hinged knees, hinged and rocker ankles. The 1/4″ scale figure is best to leave his legs standing straight, as posing him might resort to him falling. It also might be wise to use a doll stand for him and other 1/4″ figure on your shelf to prevent them from falling and breaking.
Overall, the Penguin is a terrific figure with a great likeness to how he looked in the film. If you missed out the first-time around, you can grab him and Catwoman now.
